Correction in my School Date of Birth Certificate

Sir my actual date of birth is 26.01.1968 as per my birth certificate issued by Registrar of Births and Deaths Kathua and my parents entered same date of birth at the time of my admission in Govt. High School Kirian district Kathua. I remained in this school from ist class to 10th class and when I entered in 9th class the school farm teacher Mr. Tarsem Lal entered my date of birth as 12/04/1966 errorneously in place of my actual date of bith 26.01.1968. To my surprise when I passed my matriculation and received the certificate with wrong date of birth as 12.04.1966. I then taken up the matter with the then Head Master Mr. Sushil Gupta who staraightway refused to extend and any help in getting my date of birth corrected from the school. Then I taken up the matter with Chief Education officer Kathua and J&K State board of School Education but in vain. They are giving their own rules that the matter is time barred but I referred various Honble Court judgements of Kerela Hight Court, Guwhatti High Court and Jammu and Kashmir High Court in which court ruled that correction in date of birth can be corrected at any time and anyone's date of birth can be equated with his actual date of birth certificate issued by the Registrar Births & Deaths a statutory body. Hence please get it done from Chairman JKBOSE Jammu at the earliest.
